I will raise no objection to

announcement in Legislative

Council as proposed in para. 10,

but I desire that it should be

made clear that I contemplate

the possibility of salary levy

having to be continued in 1937

with very great reluctance, and

assurance should be given that

emergency imposition of this

character will not be maintained

any longer than is demanded by

obscurity of financial outlook.
